“Exempt Sabah/Sarawak from GST or Return 40% of Revenues Collected - Dr. Jeffrey”

Kota Kinabalu: “There are more than sufficient reasons to exempt Sabah and Sarawak from GST. If the federal government insists on collecting GST, then it should return 40% of the GST revenues collected from Sabah and Sarawak in accordance with the Tenth Schedule of the Federal Constitution” said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief in reference to the imposition and collection of GST and non-exemption of GST for the Borneo States.



It seems very obvious that the PM cum Finance Minister and the federal government have no regard for the Federal Constitution and the laws of Malaysia and do not care for the welfare and well-being of Sabahans and Sarawakians as far as the Budget on GST is concerned.



It is clearly spelt out in Article 95B(3) of the Federal Constitution that sales tax, which includes the GST, is deemed to be a matter under the State List under the Ninth Schedule and not under the Federal List.



In Point No. 11 of the 20-Points, Sabah was to have control of its own finance, tariffs and development funds.



Under Item 2(1) of the Tenth Schedule in the Federal Constitution, Sabah is entitled to two-fifths (40%) of the net revenue collected from Sabah.



Whatever the federal and Sabah ministers say and lie about GST bringing down prices or the people won’t be affected, Budget 2015 confirms that an additional RM9.4 billion will be raised from the GST projected at RM23.2 billion. This RM9.4 billion is going to be coming out of the people’s pockets in 2015 starting 1st April besides having to bear higher costs of living caused by the knock-on effect of the GST.



There are no two ways about it. The federal government should stop “stealing” money from Sabahans and Sarawakians through the GST. It is not acceptable for GST to be imposed after the “theft” of 95% of its oil revenues.



The federal and Sabah governments need to work towards a plan to secure exemption of GST in Sabah and Sarawak.



If the federal government is still adamant on collecting GST from Sabah, then it must return 40% of the net collections to the Sabah government under the Tenth Schedule.



And the Sabah government should use this 40% to benefit Sabahans who are already suffering due to higher costs, partly due to the cabotage policy, lower minimum wages and lack of economic opportunities, the latest being the plan by Umno-linked companies taking charge of the Pan Borneo Highway and further depriving Sabah contractors.



If the federal government can choose to ignore the Federal Constitution, it cannot be trusted to treat Sabah equally and fairly. The GST adds another reason for Sabahans and Sarawakians to re-consider their position in Malaysia.

Kota Kinabalu: “Budget 2015 only affirms that Sabah is a Malayan colony to be exploited and to be controlled and it brings little cheer, if at all, to please Sabahans. It reinforces the minds of Sabahans that Putrajaya and the federal government has the mindset as colonial masters deaf and dumb to the needs of Sabah and Sarawak” said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief in commenting on the Budget announcement by PM Najib on Friday evening.



At a time when other nations are cautious and pro-austerity, the Budget goes on a spending spree splurging on extra revenue and recording another deficit of RM38.70 billion. Indirectly, there is a charade with part of the additional income coming from the GST of RM23.2 billion, higher than the current SST by RM9.4 billion and used to finance the increased BR1M handouts.



It is just the government taking with the right hand and giving back partly with the left. But the rakyat is left with a bad taste who have to foot an additional RM9.4 billion GST bill which will have an inflationary effect and bring about higher prices and higher costs of living.



How will Malaysia achieve “high-income” status by 2020 when 28.7% households earning less than RM3,000 per month and the BR1M handouts without any income enhancement strategy do not make the people high income earners? The handouts will only generate greater dependency amongst the rural poor.



The Budget is cunningly, craftily and wickedly drafted and worded.

Although the Pan Borneo Highway is stated to cost RM27 billion, there is no budget allocation for it. For petrol RON 95 users, it is double-speak when it is stated that there is no GST imposed. But it is indirectly imposed higher than the 6% GST with the 20 sen hike.



Economically and financially, it is better to have GST imposed on

RON 95 which would only increase the price from RM2.10 to RM2.226 per litre than RM2.30 now. With GST but without the 20 sen increase, there would have been no chain effect in costs and price increases arising from the 20 sen hike.



Apart from the RM70 million, 0.02% or peanuts in comparison to the total expenditure, subsidy for hill paddy in Sabah and Sarawak, both States are ignored in the main and left high and dry again although Kota Kinabalu and Penampang were raining cats and dogs causing massive floods.



There was not a single mention of any federal flood aid for the victims in Sabah again.



Again, despite the many promises by the PM, DPM and federal ministers, there is no development expenditure allocated for Sabah and Sarawak from the RM50.5 billion development expenditure. Of this amount, RM48.25 billion goes to 7 infrastructure projects in the Peninsula of which the Selayang-Putrajaya LRT line costs RM23 billion, MRT extension from Bandar Utama to Klang another RM9 billion and 4 highways costing RM16.1 billion.



For rural roads, the allocation is only RM943 million and even this amount has to be shared by Sabah and Sarawak with the other 11 States in Malaya. Even rural electrification of RM1.1 billion and RM394 million for rural clean water supply are all to be shared by all 13 States.



This only serve to confirm that the federal government does not treat Sabah as an equal partner but as 1 of 13 States and more specifically the disparity in allocations affirms Sabah as a colony to be exploited and controlled as “fixed deposit” and keeping Sabah the poorest in Malaysia.



There is no announcement on the much awaited abolishment of cabotage policy and the return of 40% of the net revenue collected from Sabah as required by the Tenth Schedule of the Federal Constitution.



There is no inclusiveness or prioritization of the needs of Sabah and Sarawak by the federal government in Budget 2015. All in, Sabahans have nothing to look forward to in Budget 2015 which will only push more Sabahans and Sarawakians to reject the concept of remaining in Malaysia.

Musa calls Sabahans not to be swayed by religions exploitists


KOTA KINABALU: Sabah Chief Musa Aman has reminded the people of Sabah not to be swayed by certain quarters who tried to instigate them by using religion as a tool.



He said that these instigators had their own agenda as religious issues did not arise in Sabah, where the people lived in peace and harmony regardless of race, religion or culture.




“Even Prime Minister Datuk Seri Najib Tun Razak himself acknowledges and recognises that Sabah is the best example of the 1Malaysia spirit,” he said when speaking at the Sabah government financial aid presentation to non-Muslim non governmental organisations (NGO) and Southwest Coast and Lower Interior schools here on Wednesday.



Also present were Deputy Chief Minister Joseph Pairin Kitingan and Special Functions Minister Teo Chee Kang.



At the function, Musa presented financial aid, totalling RM32 million, to nearly 200 non-Muslim NGOs, national type, missionary and private schools.



Musa also urged all strata of the community to be with the government to nurture and sustain the spirit of unity, togetherness and harmony that had been achieved in Sabah all this while.



He said religious bodies played an important role in instilling good and positive values among the people of various races and religions.



Since 11 years ago, the Sabah government had presented financial aid totalling RM208,533,199, including RM88,536,019 to missionary, national type and private schools and RM119,997,180 for non-Muslim NGOs, he said. - Bernama

et 2015 hanya secubit untuk Sabah


Parti Reformasi Negeri Sabah (Star Sabah) menyifatkan Belanjawan 2015 tidak banyak memberi manfaat kepada negeri itu.



Star malah menyifatkan negeri itu dijadikan sebuah negeri jajahan Malaya untuk dieksploitasi dan dikawal.



“Ia menguatkan andaian rakyat Sabah bahawa Putrajaya dan kerajaan persekutuan masih mempunyai cara fikir seperti tuan penjajah, pekak dan tuli akan keperluan Sabah dan Sarawak,” kata presidennya Datuk Jeffrey Kitingan.



Katanya, ketika negara lain berhati-hati dan berjimat, belanjawan Malaysia berbelanja besar sehingga mencecah rekod defisit RM38.70 bilion.



Beliau juga membangkitkan soal Cukai Barangan dan Perkhidmatan (GST) yang akan menyumbang RM23.2 bilion berbanding Cukai Perkhidmatan dan Jualan (SST) sebanyak RM9.4 bilion yang digantikannya.



Ia juga membangkitkan bagaimana keuntungan itu digunakan untuk meningkatkan pemberian Bantuan Rakyat 1Malaysia (BR1M).



“Ini bermaksud kerajaan ambil dengan tangan kanan dan berikan semula sebahagiannya dengan tangan kiri,” katanya.



Berhubung pembinaan Lebih Raya Pan Borneo, Jeffrey berkata, kosnya ditetapkan RM27 bilion tetapi tiada pula peruntukan dinyatakan.
